Dominican offshore banker Julian Giraud has been sentenced in a Miami court along with American National Brian Boeger to 37 months in jail.

The two pleaded guilty to conspiracy to commit money laundering in May following their arrest by FBI agents. Giraud was arrested in Puerto Rico while traveling with then finance minister Ambrose George In addition to the jail sentence, they were both fined $7, 500 and ordered to jointly repay $194, 000 in restitution.

In sensational testimony in a Miami court, an FBI agent detailed how the undercover plot was hatched to nab Giraud and Boeger. He indicated that he posed as a consultant dealing in illegal funds in Florida. Giraud and Boeger agreed to charge five percent in laundering fees after he informed them that he was been charged eight percent by someone in the United States for the same service.

The agent revealed that Giraud and Boeger agreed to provide false invoices under a ficticious company name to return the laundered money. He said that between June 21 and July 18, 2000 he sent over $800, 000 to Giraud and Boeger, which was returned to him by wire transfer less the laundering fees of five percent. The two received approximately $47, 000 for their services.

The bank that was used to transfer the money was Banc Caribe, Dominica Ltd, whose ownership is beleived to include Charles Richard Homa, who last year pleaded guilty to fraud and money laundering charges in New York.

The FBI agent told the court that he had 43 recordings of conversations with Giraud and Boeger, and met with them in Dominica on at least two occasions. The agent said that he told the two that the money should be returned by wire transfer and in cash, and Giraud told him not to be surprised if it was delivered by a woman.

A few months following the arrest of Giraud, then finance minister Ambrose George resigned as minister of finance and was reappointed minister of Enterprise. IJust last month he resigned that post to give the prime minister a free hand in reducing the size of his cabinet.
