Today January 1, 2026 marks the start of the imposition of an indefinite partial travel ban into the United States for immigrants and non-immigrants of Dominica and Antigua and Barbuda.

The partial travel ban was imposed by the Trump Administration via Proclamation dated December 16, 2025 and titled Restricting and Limiting The Entry of Foreign Nationals to Protect The Security of the United States, and accompanying US government fact sheet.’

Citizens of Dominica and Antigua and Barbuda were included along with those of 38 other countries facing either partial or total travel bans. According to the Proclamation: “(i) Dominica has historically had CBI without residency; (ii) the entry into the United States of nationals of Dominica as immigrants and as nonimmigrants on B-1, B-2, B-1/B-2, F, M, and J visas is hereby suspended; and (iii) consular officers shall reduce the validity for any other nonimmigrant visa issued to nationals.

The ban is considered to be partial because the Proclamation makes exceptions for green card holders and persons already in possession of non-expired visas. However, no new visas will be issued during the period of the ban and interviews for potential green card holders are suspended.

Some Dominicans in the United States who were previously granted dates to take the oath to receive their citizenships are being told that the appointments are canceled until further notice.

Effectively the partial ban will negatively impact students waiting for visas to travel to the United States, persons seeking medical attention, those expecting work visas, and others wishing to travel for pleasure and on business.

The two Caribbean countries join 36 other countries from across the Globe whose citizens have been placed under either partial or full travel bans.

The 17 other countries under partial travel ban are Burundi, Togo, Cuba, Venezuela, Angola, Benin, Cote d ‘Ivoire, Gabon, The Gambia, Malawi, Mauritania, Nigeria, Senegal, Tanzania, Tonga, Zambia, and Zimbabwe.

The 19 countries under total travel ban are Afghanistan, Burma, Chad, Republic of the Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan, Yemen, Burkina Faso, Laos, Mali, Niger, Sierra Leone, South Sudan and Syria.

In coming to its decision, the United States government indicated that it took into consideration, its foreign policy, national security intent to protect the country, and counterterrorism objectives.
