Jamaicans to be deported from Dominica

Two Jamaicans are to be deported from Dominica after pleading guilty to drug charges.

They will have to pay $20,000 each or spend the next 18 months in jail after pleading guilty to possession and intent to supply cocaine.

Sixty-one year old Brenton Burke and his female counterpart Leonie Olivia Gordon will be deported to Jamaica after either serving their sentence or paying the fines.

They were apprehended at their home during a drug squad search in August.

Two and a quarter pounds of cocaine were found on the premises.

It was also discovered that Burke was in possession of a Jamaican passport which indicated that he had been in Dominica illegally since November 30 last year.

Dominica records tenth murder, fifth in Grand Bay

Dominica has registered a record tenth murder for 2009 and the fifth in Grand Bay. Police are reporting that Yusif Angol of Grand Bay was stabbed to death by his 18-year old son Ricky Angol following a fight between his parents.

Unconfirmed reports say that Ricky tried to break up a fight between his parents when his father turned on him. At some point during the confrontation, the elder Angol was stabbed and later pronounced dead at the scene. Ricky Angol is currently in police custody.

After recording a record eight murders in 2008, the number of persons meeting violent deaths in Dominica is on the rise raising concern among many that crime is on the rise. Prior to the eighteen murders over the last twenty-one months, Dominica recorded only the occasional murder.

Many in Dominica are calling for the police to step up their fight against violent crime and for stiffer sentencing of those found guilty.

$65 000 Bail for Alleged Kidnapper

Vaughn Dodds, who is accused of a string of kidnappings in the Donkey Beach area in 2008 walked out of a magistrates court after posting a $65 000 bail.

Dodds, who was jointly charged with Asher Ferrol and Kurt Registe last year appeared before High Court Judge Brian Cottle.

He was requested to surrender all travel documents and not to apply for any new ones during his bail and to report to the Wesley Police Station every Monday, Wednesday and Friday.

Dodds and Ferrol were charged with the kidnapping of Ronald Jno Finn some time between September 10-14, 2008. They are also charged in the kidnapping of Diane Hogan and is also alleged to have conspired with Kurt Registe and other persons unknown to steal a Nissan Sunny at Canefield on the same date.

Kurt Registe, the third defendant in the case was found brutally murdered in Bense last January.

Digicel acquires Orange Telecom's Dominica unit

Jamacia-based mobile phone company Digicel has acquired Orange, France Telecom's cellular operation in Dominica, leaving just two wireless companies on the island.

Digicel said it had completed the acquisition of Orange Dominica but did not disclose terms or say how many new customers it would add.

The company said it will be switching Orange Dominica's customers to its network over the next several days. Dominca has a population of about 70,000, and its other mobile phone company is LIME, previously known as Cable & Wireless Ltd. Digicel entered the market in 2006.

Dominican student in US dies in vehicular accident

SaritaPollock died in a single car accident in Mississippi.
Sarita Pollock of Marigot, a senior journalism student at the University of Mississippi (UM) in the United States died on Thursday after the car she was driving, a 1992 Toyota Corrola, jumped a curve and crossed into oncoming traffic.

According to Assistant Chief Joey East, Pollock was traveling east on Highway 6 when, for unknown reasons, she ran off the south side of the road, over-corrected and then lost control of the vehicle, hitting the north-side ditch and causing the car to roll over into the west-bound traffic.

Pollock was thrown from the vehicle and was pronounced dead at the scene by Lafayette County Coroner Lonnie Weaver.

Friends and relatives described the twenty-four year old as a free spirited individual who loved life, always had a smile and was devoted to Dominican music and culture.

Last year, she performed cultural dances before the UM students and was one of the key organizers of the Marigot Reunion in 2007. She was also a saxophone player in the Dominica Music Lovers Band.

Pollock is the daughter of Jean Jacobs a former permanent secretary in the Ministry of Health.

CARICOM students in Dominica on CSME promotion drive

Twenty-five (25) students from across the Caribbean Community (CARICOM) are currently in Dominica as part of a project of the CARICOM Secretariat to train youth in the region to identify and develop responses to Caribbean Single Market and Economy (CSME) opportunities as well as to engage the next generation in identifying career opportunities with regard to wage employment, self-employment and starting a business in the CSME.

In this, the second phase of the project, the students will be in Dominica until September 5, 2009. On Monday, August 31st they met with Prime Minister, Hon. Roosevelt Skerrit, who is also the CARICOM Head with lead responsibility for free movement of labour.

While in Dominica, the students are also expected to visit several government ministries, numerous organisations dealing with movement of labour, movement of capital, right of establishment, provision of services and free movement of goods.

The first phase of the project entitled �Students engaging the CSME through Field Promotion� began in 2008 when a total of sixty (60) students from Belize, Dominica and Suriname visited Trinidad and Tobago, Jamaica and Barbados respectively.

The project is an activity of the CARICOM Secretariat CSME Public Education programme facilitated with assistance from the 9th European Development Fund (EDF) Caribbean Integration Support Programme (CISP).

The twenty-five students are accompanied by three officials from the CSME Unit.

Cabinet embarks on new round of town hall meetings

The Cabinet of Prime Minister, Hon. Roosevelt Skerrit is embarking on a new round of Town Hall Meetings as part of its well established policy of engaging the public on a regular basis on issues of national development.

The first meeting will take place today, Tuesday, September 1, 2009 at Classic International in Marigot. Other meetings are planned for Dublanc on Friday evening, followed by Morne Jaune Riviere Cyrique at the Community Centre on Monday, September 7 and Roseau on Wednesday, September 9, 2009 at the Baracoon building. All meetings will commence at 7.30pm.

The Town Hall Meetings have proved invaluable as members of the public have the opportunity to dialogue directly with members of Cabinet on issues of concern to them.

This new round of Town Hall Meetings will also present the opportunity for the Prime Minister and other members of Cabinet to elaborate further on the initiatives and projects currently being implemented across the country.

The impact of the global financial and economic crisis on the Dominican economy will also form part of the dialogue with the residents of Marigot and the surrounding areas.

Nine Murders in Eight Months in Dominica

Police in Dominica are reporting the shooting death of 25-year-old Neddison Benoit from Montine, Grand Bay. Benoit�s death came only hours after the shooting death of 22-year-old Charlesworth Christopher in the Northern town of Portsmouth.

The shooting in Grand Bay also left another man nursing non-life threatening injuries. Police are still looking for the man who reportedly pulled the trigger following an altercation at a local night club.

Benoit�s death brings to nine the number of murders in Dominica so far for 2009, the fourth in Grand Bay, and surpasses the record eight set in 2008. Less than half of the murders have been solved and police continue to investigate.

In 2008, government initiated an amnesty for gun owners, but no guns were turned in. Of the nine murders committed, seven has been as a result of the use of a gun and two were stabbings.

Meanwhile, the Dominican public is expressing outrage at the spate of murders and are calling for action. General Secretary of the Public Service Union, Thomas Letang is calling for a national consultation on the issue of crime, youth and unemployment.

Another Person Killed in Gun Violence

With still more than four months to go in 2009, the murder rate has equaled the record eight murders committed in 2008. The latest victim is 22-year-old Charlesworth �Junior� Christopher of Lagoon, Portsmouth.

According to police reports, Charlesworth was shot in the head early Sunday morning when Stebin Valentine, also from Lagoon, attempted to show him a gun that he was carrying.

By the time Police arrived on the scene, Valentine had vanished and he was later found hiding in bushes in the Tan Tan area, just outside of Portsmouth. He was arrested without incident.

Meanwhile, Christopher was rushed to the Princess Margaret Hospital where he was pronounced dead.

Gordon Moreau Noted Accountant Dies

Noted chartered accountant, commentator and public servant Gordon Moreau has died. Moreau, who has been battling prostrate cancer for several years succumbed to the illness today Thursday, August 20, 2009.

The well known political commentator was a prolific writer and observer of political and social events in Dominica. He also served as Chairman of the Board of the Dominica Broadcasting Corporation (DBC).

Three Former Convent High Students Vie for Island Scholarship

Three former Convent High School students are in strong contention for this year�s Island scholarship award after distinguishing themselves at the Cambridge A level examinations.

Aleana Green, Stephie Pascal and Roberta Allport currently students at the State College all scored straight As in physics, chemistry, mathematics and general paper.

The University of Cambridge A-level exams are taken by the top students in Dominica after attending two years of college following their five years of secondary education.

The selected student will get a full scholarship from the government of Dominica to study any discipline at a university of their choosing.

The award has been given to the top student in the external exams since 1932.

Mass promotions in Police force

Deputy Police Commissioner Carette is reporting that twenty police constables will be promoted to corporal in a move aimed at creating more incentives for the country�s police.

The twenty promotions follow on the promotion of twenty other corporal last year. A further twenty will be promoted in 2010. Dominica�s police force is comprised of 315 men and women.

Heroic Rescue at Rosalie Beach as One Man Drowns

Police in Dominica are praising the heroic efforts of a young man of Grand Fond for saving the life of a nine-year old at Rosalie.

According to Police reports, the young girl was bathing with her father, a forty-six year old Swiss National Pierre Quibley who was visiting the country, when they encountered strong undercurrents and huge waves.

At that point, a young man of Grand Fond Joachim Matthew jumped in to assist but the swift undercurrents dragged all three further out to sea.

Joachim, after fighting valiantly for several minutes was able to make it back to shore with the young girl and collapsed on the beach. Unfortunately, the father of the girl was unable to fight the waves and strong current and drowned. His body was recovered by the Dominica Coast Guard more than twelve hours after the incident.

Joachim, who is recovering at the Princess Margaret Hospital says he is thankful to God for giving him the strength to get out alive. He said that the last thing he remembered was collapsing on the beach before coming to at the hospital.

He also expressed regret at not been able to save the girl�s father, but said there was nothing more he could do since he was fighting for dear life to hang on the little girl.

The beach at Rosalie is famous for the erratic and swift currents and over the years at least two other visitors and one local have drowned as a result.

Bangladesh Pile on Misery For West Indies With ODI Win

ROSEAU, Dominica (Reuters) - Bangladesh followed up their test series victory over West Indies with a convincing triumph in the opening one-day international Sunday.

The tourists won the first of three ODI games by 52 runs, making 246 for nine before bowling out West Indies for 194.

The Caribbean team again fielded a weakened side despite the end of strike action from their first-choice players who are in dispute over payments and contracts.

Bangladesh skipper Shakib Al Hasan continued his good form with a half-century to build on Mohammad Ashraful's 57 as Bangladesh made a strong total at Windsor Park, the venue hosting it's first international game.

Seamer Kemar Roach took five wickets for West Indies who then lost both openers cheaply in a poor start to their reply.

Al Hasan made the smart decision to open the bowling with spinner Abdur Razzak, who responded by trapping Dale Richards leg before with just his second delivery.

Andre Fletcher was bowled by seamer Syed Rasel, playing on with an attempted chop, as the Caribbean side fell to eight for two -- a start they never truly recovered from.

With skipper Floyd Reifer's poor form continuing as he went for three and Travis Dowlin making just 10 before he was bowled by Razzak, West Indies were in trouble at 42-4.

Devon Smith struck a smart 65 and received some good support from Dave Bernard (38) but West Indies were never really in the running.

Razzak finished with figures of 4-39 to leave his team confident of completing a test and one-day double series victory in Tuesday's second game.

OECS Secretariat Welcomes New EDU Head

Dominica national Mr. Vincent Philbert has been named Head of the Export Development Unit, Dominica, under the OECS Secretariat, taking over from Mr. Collin Bully effective July 1, 2009.

Mr. Philbert is a 1990 graduate in Economics from Cambridge University, U.K and holds an MBA from University of the Virgin Islands in 2002.

Prior to joining the Secretariat he was employed at the National Development Corporation (NDC) Dominica. He served the NDC from 1990 - 2005. He was appointed CEO of NDC in 2001.

Mr. Philbert also served as Chairman of Dominica Festivals Commission during the corresponding period responsible for staging the annual World Creole Music Festival and Carnival activities. More recently he served as a Permanent Secretary in the Ministry of Legal Affairs and Immigration, followed by the Ministry of Public Utilities, Energy and Ports.

Dominica's Carib tribe elects new chief

The newly elected chief of the Caribs, the last remaining pre-Columbian tribe in the eastern Caribbean, says he has high hopes for Dominica's dwindling indigenous population.

Chief Garnett Joseph dominated Wednesday's tribal elections to defeat incumbent Charles Williams.

Joseph said he's "confident that (his) people can achieve anything once they put their minds to it."

Dominica is home to about 3,000 Caribs, the last such community remaining in the Caribbean.

Caribs live in rural communities in the tiny island's northeast and have collective property rights.

A former colony of Britain and France, Dominica was the last Caribbean island to be colonized by Europeans mainly due to resistance by the Carib Indians.

Fourteen year old arrested on murder charge

Police in Dominica have arrested a fourteen year old boy from Mahaut in the stabbing death of Antoine Anthony of that village.

Anthony was stabbed in the ribcage with a knife by the alleged perpetrator as he sold coconuts in the Mahaut market. Unconfirmed reports say that Anthony was stabbed after he prevented the young assailant from taking one of his coconuts.

Meanwhile, Police are reporting that they are questioning two men from Grand Bay in the shooting death of Kirtlen Polydore of Pointe Mitchel.

Polydore was shot to death in Grand Bay over the weekend. The two murders bring to seven the total number of people who have been killed so far in 2007, just one short of the record eight murders in 2008.

Government to reimburse airline for costs incurred over President�s visit

Prime Minister Roosevelt Skerrit has said that his government will reimburse the regional airline LIAT for costs incurred during the recent visit of President Hugo Chavez to Dominica.

Scores of passengers en route to Dominica were stranded in Barbados, Trinidad, Antigua and other Caribbean islands as the Melville Hall airport was shut down to all commercial traffic from three in the afternoon, to accommodate the arrival of President Chavez and his entourage.

The president landed in Melville Hall before flying by helicopter to Canefield airport .

The passengers who could not get to Dominica on Saturday were put up in hotels by LIAT. The Prime minister now says that his government will reimburse the airline for the costs incurred. He also apologized to the scores of travelers who were affected during the president�s visit.

Dominica most at risk from disasters linked to climate change

BONN, Germany, June 11 (Reuters) - Climate change will aggravate natural disasters and people in developing nations such as Dominica, Vanuatu, Myanmar and Guatemala are most at risk, a U.N.-backed study showed on Thursday.

It urged governments to invest hundreds of billions of dollars to curb mounting impacts of hazards such as cyclones, floods, droughts, landslides, earthquakes and tsunamis.

"Risk is ... felt most acutely by people living in poor rural areas and slums," U.N. Secretary-General Ban Ki-moon wrote in the report, issued on the sidelines of June 1-12 U.N. climate talks in Bonn working on a new treaty to combat global warming.

"Climate change will magnify the uneven distribution of risk, skewing disaster impacts even further towards poor communities in developing countries," the Global Assessment Report on Disaster Risk Reduction said.

Andrew Maskrey, lead author of the report, said that developing countries with big populations -- led by China, India, Bangladesh and Indonesia -- suffered the most fatalities from natural disasters.

"But you also have to look at it in relative terms -- the proportion of the population at risk," he told a news conference. By that yardstick, those at risk were "mainly small countries -- many small islands ... and small countries."

The list was topped by Dominica in the Caribbean, Vanuatu in the Pacific along with Myanmar and Guatemala.

The Dominica Social Investment Fund (DSIF) holds AGM

The Dominica Social Investment Fund (DSIF) holds it second annual general meeting (AGM) in the village of Boetica on Thursday (June 04, 2009).

The Official Ceremony which starts at 2:30PM is expected to hear addresses from Prime Minister Roosevelt Skerrit, Community Development Minister Loreen Bannis-Roberts and Parliamentary Representative for the area Ron Green.

Other addresses will come from National Authorizing Officer for European Union Projects here and Chairman of DISF Rev. Marcus Francis.

Following the official ceremony the business session will be held.

The Dominica Social Investment Fund (DSIF) is a programme of the government of Dominica funded by the European Union. It was established as a result of recommendations arising from a country poverty assessment done some 7 years ago.

DSIF is expected to create an environment conducive to fostering a culture of self-reliance and well-being of vulnerable groups and poor communities in Dominica.

It is providing project funds to communities identified as poor with a view to reducing the level of poverty through training and projects which could become income generating in the future.

DSIF has over 25 projects completed and ongoing in over 25 communities at a cost of over EC$10M.

Dominica Reports First Case of Swine Flu

Dominica is reporting its first case of the A/H1N1 swine flu inflenza virus. Health sources on the island say the man from the outlying Bath Estate surburb, recently arrived from the United States and developed the flu-like symptoms before being diagnosed.

A heath alert has been issued and persons exhibiting flu like symtons are asked to report the matter to health officials but stay away from the country�s main hospital.

Other Caribbean countries reporting swine flu cases include Barbados, Puerto Rico, Jamaica and Trinidad and Tobago.

The A Better Dominica Organization is a non-partisan group of Dominicans living abroad who view with much concern the current scandalous allegations of corruption in Dominica.

Therefore, we are in support of previously issued public statements calling upon Prime Minister Skeritt to do the honorable thing, by stepping aside, to allow an unencumbered investigation into the allegations, and for due process to be conducted into the various allegations of wrongdoing that now plague and paralyze our nation; particularly the �Garbage Bin� scandal.

In these critical times of mounting social and economic challenges, we call for accountable, transparent, and good governance as well as effective leadership for Dominica. To this end, we believe that the resignation of the Prime Minister is the most noble, respectful, and least disruptive way to restore credibility and trust in Government institutions and public officials of Dominica.

A Better Dominica is committed to promoting transparency, and good governance, by empowering our citizens through civic education and working in harmony to effect positive change in our homeland.

Russia confirms second case of A/H1N1 flu

Russia confirmed its second case of A/H1N1 flu on Sunday, the Itar-Tass news agency reported, citing the country's chief public health official.

The new patient, who returned with his wife from a trip to Dominica recently, tested positive for A/H1N1 flu, Gennady Onishchenko said.

The man was quarantined in hospital and was in a stable condition, Onishchenko said.

Those who came into contact with the man were under medical observation, and his wife and relatives have not shown any symptoms, the official said.

A 28-year-old man, who arrived in Moscow from New York, has been confirmed as the first case with A/H1N1 flu in Russia on Friday.

More than 12,000 A/H1N1 flu infections and 86 deaths have been recorded worldwide, according to the latest World Health Organization statistics.

Soufriere MP will not contest next election

Soufriere MP Ian Pinard will step down from poliitics for health reasons.
MP for the Soufriere constituency Ian Pinard has confirmed that he will not be contesting the next general elections because of ill health.

Pinard joins Urban Baron, Kelly Graneau and John Fabien , all elected representatives of the ruling Dominica Labour Party who have stated that they will not take part in the next general elections.

Baron is the elected representative for the Petite Savanne constituency, Graneau for the carib Territory and Fabien for the Grand Bay constituency.

Just last month, Prime minister roosevelt Skerrit denied rampant runors that Ian Dougals would not compete in Portsmouth.

The allegations come even as the prime minister has announced that he is moving ahead in preparations for the next general elections constitutionally due in may 2010.

IMF economist issues warning as economic crisis deepens

IMF economist Dr Thomson Fontaine warned yesterday in a BBC interview that the Caribbean faces increased poverty and mounting social problems if the global crisis continued.

The Washington based economist, who is originally from Dominica was responding to the news that remittances to Jamaica are down sharply in 2009, as well as in countries like Haiti and the dominican Republic.

Remittances account for more than 20 percent of GDP in Guyana, Dominica, Haiti, Jamaica and the Dominican Republic.

Fontaine said that regional governments will be hard pressed to take up the slack and provide the necessary safety nets for persons who previously depended on remittances from familes working in the United Staes, Canada and Europe.

He also stated that there could very well begin to be reverse migation into the Caribbean if the downward trend in the global economy continues, �thus adding to the social pressures in the islands.�

He siad that the conversation must begin within the Caribbean as to how to begin to address this growing problem, including growing more local foods and making better use of local resources.

Haitians involved in road accident, minister praises their hard work

Police in Dominica are reporting that a vehicle carrying seven Haitian nationals including an infant plunged over a 50 foot cliff and landed on a concrete roof just outside of Salisbury.

The driver apparently lost control as he was negotiating a swerve on the road. All the passengers were hospitalized but were later released.

Meanwhile, tourism minister Ian Douglas is praising the contribution of Haitian nationals to Dominica�s economy. He told a celebration honoring Haitian independence in Portsmouth that he was happy with their hard work and dedication.

As a case in point, he noted that before the Haitians arrived in Dominica, it was impossible to get fresh vegetables in the market except on Fridays and Saturdays. He said that currently, you can go to the market at anytime seven days a week and be assured of getting fresh produce.

The minister also cautioned Dominicans about resenting the Haitians and urged them to emulate their example of hard work.

It is estimated that over 3 000 Haitians now reside in Dominica since they began to enter the country in numbers just over six years ago.

Man hangs self in Police jail

Police are investigating the suicide of Eden Richardson, age 26 who took his own life at a police cell in Roseau.

Police report that Richardson hanged himself in the cell block using his shirt and another piece of linen. At the time, he was scheduled to appear before a magistrate for the alleged rape of a nine year old girl.

The jail is located at Police Headquarters in Roseau and normally houses three to five persons awaiting court appearances.

This is the first such incident reported in the history of the jail.

Fired minister to contest next general elections

Former minister Ambrose George vows to contest the next general elections.
Former infrastructure minister Ambrose George who was fired by Prime Minister Roosevelt Skerrit in November 2008 says he is ready to contest the next general election on a labor party ticket.

George, who has the distinction of being twice fired by two different Prime Ministers� told a South Roseau constituency group that �God willing I will be available to serve you.�

The representative for the Newtown constituency said that his decision was the result of a call by the people. �I have heard your cry. You want me to serve you for another term.�

In 2002, then Prime Minister Pierre Charles fired George as finance minister after FBI agents in Puerto Rico, arrested his traveling companion Julian Giraud on money laundering charges. At the time George was not charged, but Giraud was eventually convicted in a Miami court and sentenced to prison.

Then in November of last year, Prime Minister Roosevelt Skerrit fired George without stating any particular reason. At the time, it was widely believed that George was fired over allegations surrounding the payment of kickbacks for the attempted setting up of an offshore bank in Dominica See related

Police charge Goodwill resident for gun possession

Police in Dominica are reporting the arrest of Austin Carty of Goodwill for the possession of marijuana, a semi automatic weapon and ammunition.

According to a release from the police, they were exercising a warrant for cash that was reportedly stolen at the home of Clement Carty when they came upon the drugs and gun.

Clement Carty, who is the father of Austin and Austin�s girlfriend were subsequently arrested and brought before a Roseau magistrate.
